1.1 TLI Cycling is divided into Geographical Regions (the Regions). Regions will be administered by a Region Secretary whose powers to act are delegated by the Directors.
1.2 The Region Secretary is responsible for membership management and event approval/coordination. Other officials may be appointed by the Region Secretary to share responsibilities, subject to approval by the National Management Committee. Officials must ensure the protection of all membership data, must not divulge this information to any other organisation or individual and must ensure that user names and passwords are not used by others to gain access to this information.
1.3 The Region Secretary shall hold such meetings as its Officials or Members deem necessary including, where possible, an autumn meeting to discuss possible items for inclusion at the Annual General Meeting and/or Annual National Management Committee Meeting and to review events for the forthcoming season. The Region Secretary must inform the National Management Committee of all regional business transacted at such meetings.
1.4 Region Secretaries should notify Organisers of a date by which completed Event Application Forms must be submitted. Such date will usually be by mid November.
2.1 Membership of TLI Cycling is available to everybody aged 6 years and over and is on an annual basis, with the year commencing on the 1st of January with the membership period expiring at the end of February in the following
year. No refunds will be given to members who resign during the year. Any Member failing to renew their membership before 1 March shall be deemed to have resigned their membership and will then cease to receive
the benefits of such membership, unless paying the Day Member fee for a single event.
2.2 Annual membership shall be as follows: -
For a member aged from 6 years up to his/her 16th birthday - £0.00
For a member from the date of his/her 16th birthday until 31st December of the year in which his/her 19th birthday occurs - £10.00
For members aged 18 and over on the date of membership application - £15.00
2.3 For off-road events such as closed circuit and cyclo cross races, day membership for those aged 16 and over is £5.00 and is available at the discretion of the organiser. This sum will be added by the event organiser to the entry fee for the race together with a discretionary
surcharge to cover administration costs. Day membership for those aged between 6 and 15 inclusive on the day of the event is free.
2.4 All Members of TLI Cycling will receive the benefit of Public Liability insurance cover which includes £10,000,000 cover whilst
competing in any TLI Cycling event or promotion. Taking part in events organised by ICF affiliated bodies in Europe is also included. Please note that any accident or incident leading
to a possible claim MUST be reported to the National Secretary as soon as is possible. No dialogue or correspondence should be entered into and any
correspondence received should be forwarded to the National Secretary on receipt.
2.5 Any individual may be elected to Membership of TLI Cycling provided they agree in writing to uphold the current Rules, Regulations and
Aims of TLI Cycling and do not have a history of inappropriate participation or other unacceptable activity.
2.6 All applicants for Membership either new or renewal must confirm they are not under suspension by any other cycling
organization or if so should present valid reasons as to why any such suspension should not apply to TLI Cycling activities.
3.1 TLI Cycling competitors are divided into categories, such categories being determined for senior categories by age on the day of the event.

Note: In the case of any dispute on the grounds of age or gender the details entered on the competitors original Birth Certificate will
be the determining factor.
3.2 Any TLI Cycling member may, at the discretion of the organiser, request a category reallocation if finding difficulty in competing in their allotted category.
Similarly faster Members may compete with a younger group, subject to the organisers agreement, if they require more competition. Anyone riding "out of category" will not be shown in the published results on the TLI Cycling website, nor are they eligible for any prize(s). This rule does not apply
to National Championships when entrants must compete in their correct category. Organisers must not allow category changes to enable an individual to ride in the same race as their teammates.
3.3 Membership of other cycling bodies does not bar participation in TLI Cycling events.
3.4 TLI Cycling events, apart from those using the public highway, are open to Members who are not Full Members by way of a Day Membership, such Membership being available prior to or
on the day of the event. Day Members aged 18 and over will be charged £5 extra for all events. There is no charge for under 18's.
3.5 All competitors wishing to enter a race on the day of the event must present themselves to Race Control with a fully completed Entry Form at least 45 minutes before the start. All pre-entered riders must sign on 30 minutes before the start, after which time Reserves may sign on and be allocated to fill any vacancies, up to the maximum permitted number of competitors.
3.6 Cycles used for road or circuit racing shall be fitted with a freewheel and two independent brakes in good working order and with the exception of races for U8, U10, U12 and U14 categories, only the traditional type of ‘drop’ handlebars may be used and no fixed extension such as tri bars may be added to the steering system.
It is the responsibility of the competitor and/or the parent or guardian in the case of under 18s, to ensure that for every race held under these regulations his/her cycle is in a safe condition.
3.7 Race clothing must be that which is in current usage in International Cycle Racing. Trade designs are permitted but offensive slogans
or badges are strictly forbidden. The organisers decision is final.
3.8 Members should produce their Membership/License Card at Race Control. For members who have entered on-line, photo ID is acceptable.
Organisers will refuse entry to the event where a current membership card or acceptable photo ID is not produced. If the event is not on public roads the organiser may
accept the completion of a Day Membership form and payment of a Day Membership fee of £5. All full members who "enter on the day" must present a current TLI Cycling membership card.
3.9 Approved helmets are compulsory in all TLI Cycling grouped start events and are strongly recommended for time trials.
3.10 Any competitor proved to have competed in any TLI Cycling event whilst under the influence of a recreational drug, or performance enhancing substance currently appearing on any proscribed list of the International Olympic Committee or and WADA, shall be disqualified and subject to TLI Cycling disciplinary procedures. Exception will only be made for medication prescribed by a registered Doctor and used as prescribed for medical reasons.
3.11 The onus lies with the competitor to observe the Highway Code and to conform to any such laws as are current and applicable in whichever European country the event is taking place.
3.12 Riding with both hands off the bars, or adopting an unsafe riding position, such as sitting on the top-tube, can result in disqualification from a race.
3.13 In events with multiple races for different age groups, when a slower race is caught and passed by a faster race the slower race shall allow the faster race to establish itself separately in front of the slower race. It is not permitted for riders from the slower race to gain advantage by joining the faster moving race. This applies equally to breaks and lone riders. If a break from a faster race catches groups of riders from a slower race the caught riders may not join in or contribute in any way to the break or do anything else that affects the course of that race.
3.14 Disciplinary action will be taken against any member who is found to be interfering with or participating in a race without having officially entered or signed on for that race.
3.15 Any competitor who in the opinion of the National Management Committee acts in a way that is contrary to the ethos of TLI Cycling, namely "TLI Cycling
is run on the basis of friendly co operation. It is taken as read that all members are true sportsmen and sportswomen who will conduct themselves at all times
to the enhancement of the sport of cycling" will be suspended or permanently disqualified from membership of TLI Cycling.
4.1 All promotional material concerning events must include the words: 'Under The Rules And Regulations Of TLI Cycling'.
4.2 Race Organisers must complete a Race Application Form, which should then be forwarded to the Region Secretary/ Event Coordinator of the Region where
the Race will take place. The Region Secretary/Event Coordinator will enter event details on the race calendar of the TLI Cycling website. Approval may be refused by the
Region Secretary/Event Coordinator who will then have to justify this action to the National Management Committee via the National Secretary. The Region Secretary must advise the
National Secretary of any extra events approved by him/her after the 1st January.
4.3 No event may be styled as a WORLD, EUROPEAN, OR NATIONAL CHAMPIONSHIP, or use the name TLI Cycling, as an event title, without the
prior approval of the National Management Committee.
4.4 All Races on public roads are governed by the CYCLE RACING ON THE HIGHWAYS REGULATIONS 1960 and any subsequent amendment regulations.
4.5 Race organisers must use the approved 'STANDARD REGISTRATION SHEET' without any alteration to the text for signing on at all
events. This does not limit the rights of the riders under the Insurance Cover.
4.6 TLI Cycling will invite the promotion of National Road Race and Closed Circuit Championships for every age category which will be open only to full members. Competitors must ride in their correct age-related group. National Championship Jerseys will be awarded to each category as decided by the National Management Committee prior to the date of the
Championships. The championship Jerseys are to be White with Red, White and Blue, bands, with the TLI Cycling Logo integrated into the design. Sponsors
names may also be shown on the Jerseys. National Championships, in disciplines other than Road Racing, may be promoted if approved by the National Management Committee. Any such event will be promoted on the understanding that the event organiser bears the full costs of the event. Any jerseys awarded must be
approved by the National Management Committee. All age categories must be given recognition in any published results.
There will be a separate WJ National Championship for Female Juniors. The WJ group will ride with one of the older age-related categories. This category may be used by organisers in any TLI Cycling event.
In TLI Cycling National Championships where Category Jerseys and Medals are presented, the minimum number of entrants in any category for a National Championship Jersey to be awarded is three(3). Where there are fewer than three(3) entrants in an age category, those competitors will be eligible for "medals only" in that category.
4.7 The format of Races other than the National Championships (see Rule 4.6) is generally to be left to the Organisers of such Races. However
the following must be borne in mind by all Organisers.
a) Whilst it is understood that the number of entries per category, or circuit length, may determine the format, the aim is to maximise the
enjoyment of the age-related racing experience. This will lead to two or three consecutive age related races seprated by a few minutes, or a handicap style of event.
b)Organisers are encouraged to apply the principle of "one rider-one prize". Allocation to groups in a handicap event should be on an age-related basis. All published
results must be entered on the TLI Cycling website and show the TLI Cycling age category of each finisher. Where a Start Sheet
has been produced, then each competitors name must have his/her category shown alongside.
c) Published details of any event must list all applicable categories. Such published details must also clearly show what, if any, conditions apply. For example 'Members Only, 'Region Only', 'Age-Related Groups', 'Handicap'.
4.8 Race Field Selection – For all road and closed circuit races, organisers will consider entries from 6 weeks before the date of the
event (or first event in a Series). If the event is oversubscribed entries will close no earlier than 3 weeks before the event for field
selection to take place. If an event is oversubscribed an organiser may choose to give preference to members from clubs, sponsored teams or groups of individuals, that promote TLI Cycling events, and secondly to clubs that promote events for the LVRC. e.g.
• Maximum Number of Entrants permitted on the road at any one time is 80 (1960 Racing on the Highway Regs)
• Allocate to 2 or 3 Age-Related Races. Maximum of 40 in any one race. (TLI Cycling good practice to minimise accidents / inconvenience).
• Therefore the number of entries to return is xxxx?
• Rejection Criteria: -
• Check Correct Age-Related Category.
• Are Female Entrants in the correct age category?
• Prioritise TLI Cycling event-promoting clubs & then LVRC event-promoting clubs
• Clubs that do not promote for TLI Cycling / the LVRC and have entered: -
a. Teams of 4 or more? Ask to select 3 only or if necessary fewer.
b. Teams of 3 or more? Ask to select 2 only or if necessary fewer.
c. And so on to achieve the permissible number of entrants.
4.9 Race Organisers are responsible for the initial liaison with the Police and any Safety Advisory Groups. The Organiser must hold a copy
of all correspondence with these authorities on the event file. It is a requirement that the file is taken to the event HQ on the day of the event to
answer questions from the Police or other such officials who may be in attendance.
4.10 Organisers are responsible for arranging a set of Competent Officials and Race Marshals for the duration of the race. These Officials
should include a Steward in control of signing on the riders prior to the start and Judges for the race finish. They should also appoint a
Race Controller/Safety Officer to assist in the control of the race, who should be empowered to disqualify or remove from the event any rider for breaches
of the Road Traffic Act or any actions which may cause danger to fellow riders or any other road user. Such Race Controller/Safety Officer should also be
empowered to liaise with the Police on the day of the event. The identity of such a person should be made known to the Police on request.
4.11 The Organiser must arrange for qualified first aid support to be in attendance. Preferably First Aiders should travel in a following vehicle at road race type events.
4.12 Covered changing accommodation with toilet facilities should be provided where at all possible.
4.13 Any riders unable to show a current TLI Cycling membership card when signing on will be assumed to be a Day Member and will be
charged the Day Member fee of £5 in addition to the entry fee for the race. If the event is on the public highway, "No Membership Card - No Ride" will
enforced. Any TLI Cycling full member who has pre-ented the event using the TLI Cycling website on-line facility may present photo ID acceptable to the organiser.
4.14 Organisers should budget for and be prepared to provide travelling expenses to all Race Officials.
4.15 At the Organisers discretion an extra charge of up to double the pre-race fee may be made for Day Members and Entry on the Line.
4.16 Within seven days of any event the Organiser should forward the originals of the Standard Registration Sheets
to the Regional Secretary/Event Coordinator and retain copies of the event records. The Organiser and the Region Secretary/Event Coordinator will keep all
such copies for one year. In the event of any accident/incident related to an event all forms, documents, etc. must be retained until any
possible insurance claims have been resolved. The documents forwarded to the Region Secretary/Event Coordinator must be accompanied by any entry
forms completed by Day Members, the Day Membership fees and the completed Event Return form.
4.17 Complaints that could affect or involve TLI Cycling Insurance Cover should be notified immediately to the National Secretary.
Failure to conform to the conditions of this Regulation may result in a TLI Cycling sanction and Insurance Cover being withdrawn from the Organiser with
immediate effect for any proposed further promotions.
4.18 Organisers must enter the Event Results on the TLI cycling website and recognise "age-related" categories on the Start Sheet, Result Sheet and within the Prize List. (Where entry numbers dictate, some categories may be amalgamated). These results feed in to the season-long category points competitions and are automatically forwarded to the national cycling press.
Failure to comply with the requirements in 4.16 and 4.17 could result in future event support from TLI Cycling being withheld or withdrawn.
4.19 Under no circumstances will TLI Cycling be held responsible for promotional debts incurred by any Organiser. However requests for
financial assistance prior to an event will be considered.
4.20 The Organiser may refuse any entry, but in the case of complaint may be required to give an adequate reason for such action to
the National Management Committee. A refusal of an entry must be advised immediately to the rider concerned.
4.21 Course Risk Assessments are a 'Requirement of TLI Cycling' and completion of the relevant forms contained in the Promoters Pack
is a must. A copy of the Risk Assessment must be available at the Race HQ for the duration of the event.
4.22 Organisers of 'Off Road' and 'Circuit' events on privately owned land must have permission to use the area, preferably in writing,
before promoting any events.
4.23 TLI Cycling Organisers have full responsibility for their events and are given flexibility in their style of promotion. However
anyone not abiding by our Rules and Regulations and the Law of the Land as it applies to Cycle Racing on the Highways will risk voiding their
Insurance Cover under the Event Insurance. This could lead to organisers being personally liable for any consequences. An Organiser who wilfully ignores
these Rules and Regulations will have any further request to promote under TLI Cycling rules refused.
4.24 In the event of a conflict in fixing dates for the calendar of events for the forthcoming season, any event which has been satisfactorily promoted the previous year shall be given priority for the corresponding date when applications are made for the forthcoming season.
4.25 Where an individual, club or organisation borrows equipment belonging to TLI Cycling, it shall be returned in same condition as when possession was taken, excepting reasonable wear and tear. Any deterioration or loss beyond such limits shall be made good at the expense of the borrower.
